No. Meta has paused all marketing template delivery to WhatsApp users with US (+1) phone numbers. Any marketing template send to a +1 number returns an error. Utility and authentication templates are unaffected. The per-user marketing cap is also currently inactive for senders and recipients in the EEA, UK, Japan, and South Korea.
Meta is transitioning contacts from phone numbers to BSUIDs (Business Scoped User IDs). After the rollout, phone numbers stop being automatically visible for any contact you haven't interacted with in the last 30 days. Validating your list now preserves phone-number access before that window closes.
We recommend validating before every major campaign send. Contact lists decay by 2–5% monthly due to phone number abandonment, carrier recycling, and users switching to new devices. A list that was clean 90 days ago may have thousands of dead numbers by the time you send.
